Watertown International Airport (IATA: ART, ICAO: KART, FAA LID: ART) is a county owned, public use airport located in Jefferson County, New York, United States. It is located five nautical miles (6 mi, 9 km) west of the central business district of Watertown. The airport is mostly used for general aviation, but has scheduled passenger service provided by one commercial airline and subsidized by the Essential Air Service program. The airport does not provide any scheduled international passenger flights, but is available as an international port of entry for private aircraft on two hours advance notice to customs from pilots.

As per the Federal Aviation Administration, this airport had 2,203 passenger boardings (enplanements) in calendar year 2010, 4,449 in 2011, and 16,988 in 2012. The National Plan of Integrated Airport Systems for 2013–2017 categorized it as a general aviation airport based on enplanements in 2010, but it would qualify as commercial service based on enplanements in 2011 or 2012 (over 2,500 annually).

Facilities and aircraft

The Watertown International Airport covers an area of 1,060 acres (429 ha) at an elevation of 328 feet (100 m) above mean sea level. It has two asphalt paved runways: 10/28 is 7,001 by 150 feet (2,134 x 46 m) and 7/25 is 4,999 by 150 feet (1,524 x 46 m). Runway 10/28 was extended from 5,000 feet length to 5,999 feet as an interim extension and was lengthened again to 7,001 feet opening to that length in July 2016. The airport is equipped with an instrument landing system and a medium intensity approach lighting system with runway alignment indicator lights on the shorter runway 7.

For the 12-month period ending December 31, 2010, the airport had 50,463 aircraft operations, an average of 138 per day: 67% general aviation, 28% military, and 4% air taxi. At that time 27 aircraft were based at this airport: 78% single-engine, 15% multi-engine, 4% jet, and 4% helicopter.

Airport development

Watertown International Airport's first scheduled jet service is operated by American Eagle Airlines, which flies 44 passenger Embraer ERJ 140 regional jets. Service was initially planned to begin in June 2011, however an environmental impact assessment had to first be completed to ensure that neither residents of nearby Dexter nor wildlife would be adversely impacted by the new service. Additionally, renovation work of baggage systems and passenger waiting areas was necessary to accommodate the new service, which cost nearly one million dollars. Service began November 17, 2011.
