Vincent Pichay Crisologo (born May 31, 1947), better known as Bingbong, is a Filipino politician and a well known Catholic Charismatic preacher who founded the Loved Flock Catholic Charismatic Community. He is the incumbent congressman of the 1st congressional district of Quezon City, Philippines, having been elected in May 9, 2016, by landslide. He previously served in the 13th (2004-2007), 14th (2007-2010) and 15th (2010-2013) congress as representative of the 1st district. Prior to being elected as Congressman, he was a City Councilor of Quezon City for two terms (1998-2004). He is currently the Deputy Majority Leader in the House of Representatives.

Early life

Bingbong Crisologo was born in Vigan, Ilocos Sur. Bingbong is the son of the late Floro Crisologo who was the representative of the Province of Ilocos Sur from 1961 until his unfortunate assassination in 1972. His mother, Carmeling Crisologo was a governor of Ilocos Sur. He is a paternal cousin of Luis "Chavit" Crisologo Singson who was previously the incumbent governor of Ilocos Sur and now a Councilor in the town of Narvacan, Ilocos Sur. He is married to Rita Dario Crisologo and has 4 sons, Floro Cornelius II (Chip), Alexander Philip (Alex), Anthony Peter (Onyx) and Frederick William (Edrix), he also has 7 grandkids.

On October 18, 1970, Bingbong's father, Floro, the then congressman of Vigan, Ilocos Sur, was attending the Sunday mass at the Vigan Cathedral and was about to fall in line for the communion when a lone gunman shot him in the head. The incident caused panic in the church so the assassin was able to run and disappear. Up to this day, the murder has not been solved and it is generally believed by the public that it was politically motivated.

He was convicted of arson in 1970 for burning Baranggay Ora Centro and Ora Este in the town of Bantay, Ilocos Sur and was sentenced with the penalty of double life imprisonment. He then served his time in jail only from 1971 to 1979 as he was pardoned by President Ferdinand Marcos in 1979.

Senate bid

In the first democratic elections after the regime of Ferdinand Marcos, 1992, he ran for senator under the ticket of the Nacionalista Party (Nationalist's Party). Unfortunately, he did not make the magic number of 24, the number of seats allotted in the Philippine Senate.

First bid for Congressman

He ran as congressman in 1995 in the 1st district of Quezon City against Reynaldo "Rey" Calalay and Ato Yap. He lost in this election to Congressman Rey Calalay who was a beloved figure in the district. The two eventually became very good friends and when Congressman Rey Calalay died in 2003, he personally endorsed Bingbong to fill in his slot as the representative of the 1st district. Bingbong ran in 2004 and decisively won.

Councilor

He is a two-termer council member of Quezon City, having served from 1998-2004. He first ran in 1998 and was reelected in 2001. He ran alongside his very close political ally, the late Congressman Rey Calalay. The two were known to be a great tandem and loved by the people of the first district.

Congress

Congressman Crisologo was a three-term representative in the House being elected for the first time in 2004 and subsequently reelected in 2007 and 2010. He was vice-chairman for the Appropriations, Housing and Urban Development, Information and Communications Technology, Labor and Employment, and Ways and Means Committees of Congress. He was also a member of the following Committees; Metro Manila Development, Millennium Developmental Goals, Public Works and Highways, and Science and Technology.

In the May 9, 2016 National and Local Elections, he won again as congressman in the 1st district of Quezon City via a landslide victory of 24,473 votes over his rival, then incumbent congressman Boy Calalay of the Liberal Party. He assumed office on June 30, 2016.

He is currently the Deputy Majority Leader in the House of Representatives.

Family Legacy - The Philippine Social Security System

His father, the late Congressman Floro Crisologo authored the laws behind the creation of the North’s first state university, the University of Northern Philippines, and the establishment of the Social Security System (Philippines), which serves the whole working populace to this day.

In 1954, Representative Floro Crisologo and Senators Cipriano Primicias and Manuel Briones introduced bills based on the report of the Social Security Study Commission in the House of Representatives and in the Senate. These bills were consolidated and enacted into Republic Act (RA) 1161, better known as the Social Security Act of 1954.
