Xiaolan Fu (born 1967) is a development economist. She is the Founding Director of the Oxford Technology and Management Centre for Development, Professor of Technology and International Development at Oxford University, Fellow at Green Templeton College, and author of China's Path to Innovation. In 2015, the Secretary General of the United Nations appointed Fu to the 'high level 10 member Advisory Group to the Technology Facilitation Mechanism'. In addition to this, in 2016 she was also appointed to the UN's Governing Council of the Technology Bank for the Least Developed Countries. As a published author, she is held in libraries worldwide.

Education and Career
Fu obtained her degrees from both China and the UK. While in China, she had five years of private sector experience in international business and taught international trade and finance as an associate professor. In an interview with the Oxford China Office she states that she was "the youngest associate professor in China's banking sector".
In the UK, Fu obtained a Masters in international business from the Lancaster University Management School, and a PhD in economics, also from LUMS. Shortly after she became a senior research fellow at Cambridge University's Centre for Business Research. In 2006 she joined Oxford University, and became a university lecturer of development studies at the Department of International Development. She then became the founding director of the Technology and Management Centre for Development. As a result, Fu is the first mainland Chinese citizen to become a tenured professor at the University of Oxford.
She is the editor in chief of the Journal of Chinese Economic and Business Studies.
Research
Fu's research focuses are listed as 'industrialisation/technology and development; foreign direct investment and economic development in China; emerging Asian economies and innovation in US/EU'
Fu is known for being the principal investigator of the research project titled "The Diffusion of Innovation in Lower Income Countries". The study was the first to provide comprehensive evidence about the nature of innovation in low-income countries. In 2014, the UN General Assembly invited Fu to present the project's findings prior to releasing the Sustainable Development Goals.
Fu is also the lead Oxford researcher of the consortium for the MNEmerge project. The goals of the project are stated as follows: "MNEmerge project explores the role of multinational enterprises (MNEs) in addressing global development challenges by mirroring the impacts of the operations of MNEs against the United Nations Millennium Development Goals (MDGs)."
