Vyacheslav Aleksandrovich Boguslayev (Uralsk, Kazakh SSR, 28 October 1938) is a Ukrainian engineer, businessman and politician. He is also a Hero of Ukraine, Member of the Party of Regions. He is mainly known as chief engineer of Motor Sich.

Career

In 1956-1960 Vyacheslav served in Soviet Army and worked as assistant engine driver at Uralsk shipbuilding yard. In 1961 Vyacheslav Boguslayev moved to Zaporizhia, where he worked as a mechanic. In the same year he entered Zaporizhia Technical Institute and graduated in 1965, specializing in air engines with qualification of mechanic engineer.

  • In the 2012 parliamentary election he was (re)-elected into parliament. After winning a single-member districts (number 77) (first-past-the-post wins a parliament seat) located in Zaporizhia for Party of Regions.

    In the 2014 parliamentary election Boguslayev was again re-elected after again winning a constituency seat in Zaporizhia; this time as a non-partisan candidate.

    Arrested On Suspicion Of Treason

    Vyacheslav Boguslayev was arrested on October 22, 2022, on suspicion of treason by the Ukrainian Security Services (SBU). SBU believes Motor Sich continues to supply engines to the Russian army through friendly countries in Europe, the Middle East, and Southeast Asia. On its website, SBU stated that the engines are used to produce and repair combat helicopters, which are heavily used in Russia’s invasion of Ukraine.

    SBU also states that Motor Sitch’s management colluded with defense conglomerate Rostec, a Kremlin-controlled Russian company sanctioned by the West. Rostec has denied the accusations outright.

    According to the Ukrainska Pravda, Boguslayev’s lawyer Yaroslav Volynets confirmed that Motor Sich had been supplying engines to Russia, though the contract was approved by the state of Ukraine. He also stated that investigators did not provide evidence that after the goods were delivered to friendly countries, they were later redirected to Russia.

    Possibility Of Exchange

    On October 25, 2022, Ukrainska Pravda reported that Mykhailo Podoliak, Adviser to the Head of the Office of the President of Ukraine, stated that Vyacheslav Boguslayev may be exchanged for Ukrainian prisoners of war captured by the Russians. He emphasized that they will do everything to bring back the citizens of Ukraine. He added that the exchange process can take place in the same way as Viktor Medvedchuk’s.

    Family

    Vyacheslav Boguslayev is married with one son. His wife Elena Boguslayeva (born 1946) is now retired, worked as a teacher). Son Alexander (born in 1978) is a chief engineer at JSC "Motor Sich", Deputy of Zaporizhia City Council.
