Childhood

Originally from the Chechen Republic, Ruslan Baisarov was born on August 9, 1968 as a member of the Chechen Hachara clan. According to Baysarov, his parents Sulim and Kasirat Baisarov were not wealthy and he began making money for himself at a young age. 

Education 

Baysarov graduated from school in 1985, moved to Moscow, and enrolled at the Moscow Civil Engineering Institute. While studying there, Baisarov made money by selling computers that were imported and modified to accommodate Russian-speaking users. The young entrepreneurs business endeavors and education were interrupted in 1986 when he was drafted into mandatory military service. In 1988, after serving two years, Baysarov relocated to Grozny where he moved his studies to the Millionshchikov State Oil Technical University. He graduated with a degree in engineering economics in 1996. Baisarov then enrolled at Moscow State University where he received a masters degree in sociology in 2001. Later in life, in 2018, Baysarov received a Candidate of Technical Sciences degree from the National University of Science and Technology MISIS.

Early Career

In 1997, Ruslan Baysarov formally opened his first business, which was a beauty salon in Moscow at the World Trade Center on the Krasnopresnenskaya Embankment. Baisarov eventually owned several other businesses at the WTC including a nightclub, a casino, one of Russia's first Japanese restaurants, and a parking lot. The following year, Baysarov teamed up with actor Stepan Mikhalkov and film director Fedor Bon
darchuk to launch a company called Infant Silver.

Entering the Oil Industry

Towards the end of the 1990s, Ruslan Baisarov moved into the oil industry. Baysarov's company, Infant, processed approximately 1.5 million tons of oil at a refinery in Moscow and serviced thousands of gas stations around Russia as well as several government agencies and public companies. 

At that time he was appointed to serve as a vice president of the Moscow Fuel Association. Consisting of over 50 organizations in the industry, the association was responsible for as much as 75% of all fuel sales in Moscow.

Timeline of Business Ventures

2001 to 2004  Appointed as the vice president of Moscow Oil Company and took over the responsibility of supplying high-quality oil products to Moscow. 

2004 to 2005  Took on the role of vice president of Central Fuel Company. As part of the company, Moscow Oil Refinery was responsible for providing the supply of most of Moscow's petroleum demand at the time. 

Since 2005  Served as chairman of the board of directors at CJSC MNK-AVTOKARD. In 2007, he took on the responsibility at the Moscow Oil and Gas Company of managing Moscow Refinery, Moscow Fuel Company, and Mosnefteprodukt.

In 2008  Acquired shares in Sibir Energy Oil Company and sold it later to Gazprom Neft for a profit of more than USD 525 million.

2011  Acquired Tuva Energy Industrial Corporation where he serves as General Director.

2015 to 2016  Acquired 25% of the shares of SK MOST Group of companies and then increased his stake up to 56%, holding the position of chairman of JSC USK Most board of directors.

Tuva Energy Industrial Corporation - The Elegest Project 

In 2013, the Tuva Energy Industrial Corporation owned by Ruslan Baisarov acquired the license to develop the Elegest coal deposit  with a total area of 84 square kilometers. In 2018, the Russian government issued an order for the construction and operation of the Elegest-Kyzyl-Kuragino railroad as part of a concession within a period of 30 years. In April 2019, JSC TEPK Kyzyl-Kuragino, a subsidiary of the Tuva Energy Industrial Corporation, signed the general contractor agreement for engineering design and construction of the Elegest-Kyzyl-Kuragino railway line with Russian Railways. 

Speaking approvingly of the project, the Minister of Economic Development of the Russian Federation Maxim Oreshkin said that it has the potential to vastly improve the East Siberian economy by creating many new jobs. The Minister of Transport Yevgeny Deitrich stated that the railway will ensure the access to export markets. The Director of the National Energy Security Foundation Konstantin Simonov added that the project will link vast territories with each other.

Projects of SK MOST Group of companies 

The Blagoveshchensk-Heihe Bridge

In 2016, the SK MOST Group of companies started the construction of a cable-stayed bridge across the Amur River, featuring a two-lane highway and linking Blagoveshchensk, Russia with the city of Heihe in China. The bridge together with the approach roads is 19.9 kilometers long with 13.4 kilometers extending over the Russian territory and 6.5 kilometers over China. The bridge is planned to be put in operation by the end of December of 2019.



The Second Baikal Tunnel 

SK Most Group of companies takes part in the Baikal-Amur Mainline and Trans-Siberian modernization project and is particularly involved in the construction of the second Baikal tunnel, which will increase the carrying capacity of the site 2.5 times, thus significantly expanding the rail traffic volume of the East Siberian Railway. 

Sabetta Port 

In December 2018, SK MOST Group of companies finished the scheduled work on the construction of a number of units in the Sabetta Arctic Port, which is part of a large-scale Yamal LNG project, that involves the launch of a natural-gas processing plant at South Tambeyskoye field. The new port built in Yamal region will ensure all-year-round navigation and passage of LNG carriers along the Northern Sea Route. 

Sakhalin Railway Track Transition 

In a major project initiated in 2018, SK MOST Group of companies has been placed in charge of converting the track gauge of the Sakhalin Railway from 1,037 millimeters to 1,520 millimeters. The new tracks are expected to increase cargo transportation and allow coal to be transported by rail instead of by truck. The project is expected to be completed by 2019.

Nizhneleninskoe (Jewish Autonomous Oblast)  Tongjiang (China) Bridge 

In March 2019, SK Most Group of companies completed part of the first railway bridge over the Amur River, which will connect Russia and China.

The total length of the facility is more than 2 km, together with bridge approaches more than 5 km. The expected throughput is 21 million tons of cargo per year. Work is scheduled to be completed this year.




Construction of Interstation Tunnels of the Moscow Metro

At the end of 2018 SK MOST Group of companies built a double-track tunnel between the Stakhanovskaya and Okskaya stations of Nekrasovskaya line. The project was completed under challenging environmental conditions in a densely developed residential area. SK MOST will extend the tunnel further to the Nizhegorodskaya station. 

Other Projects

In 2016, Baysarov provided a loan to the PimPay fintech service, which helps online stores attract financing; carry out financial and accounting reconciliations with logistics operators; and track the timeliness of delivery and conduct investigative work with logistics companies, in particular with Russian Post. In 2016 the main owner E. Chernov transferred his 84.55% share of the company to Baisarov as collateral on a loan. As reported by the company, PimPay's services have been used as of August 2018 by over 2,500 digital stores, sending around 700 thousand orders per month totaling more than three billion rubles.

Ruslan Baisarov is married and is the father of six children. 
 
Charitable Ventures
In 2009 Baisarov attended a charity auction where he made the winning bid on the opportunity to select an actress for a short role in Stalingrad, film of Fyodor Bondarchuk that was later nominated from Russia for the Oscar award in the category "Best film in a foreign language". Baysarov paid EUR 200,000 that were donated
 to a charity that helps to provide treatment for chil
dren with cancer.
