Roger Lallemand ([lalmɑ̃]; 17 January 1932 – 20 October 2016) was a Walloon-Belgian lawyer and socialist politician.

He graduated as a licentiate in Romance philology and obtained a doctorate in law at the Universite Libre de Bruxelles.

Career

In 1958, he started his career as a lawyer at the bar in Brussels. From 1979 until 1999 he was senator for the Parti Socialiste. In 1988, he was President of the Belgian Senate from 10 March 1988 until 10 May 1988.

On 3 April 1990 the bill, which he submitted together with Lucienne Herman-Michielsens to legalize abortion under certain conditions, was approved by the Belgian parliament. This law modified Article 348.,350.,351 and 352 of the Belgian penal code (title VII, chapter I) and raised Article 353. As from 1999 he is honorary President of the senate and in 2002, he was appointed as a Minister of State.
