The National Council of American Indians was founded in 1926 by Gertrude Bonnin, also known by her Dakota name, Zitkala-Ša. She was the organization's president until she died in 1938. Her husband, Raymond Bonnin, a former Bureau of Indian Affairs employee, served as secretary.

The organization "advocated citizenship rights, better educational opportunities, improved health care, and cultural recognition and preservation." Its records were discovered in the papers of Attorney Ernest L. Wilkinson; they are now held by the Harold B. Lee Library at Brigham Young University.
