Born in Sydney, New South Wales, Cleary is of Croatian descent and played his junior rugby league for the Penrith Brothers. He was then signed by the Penrith Panthers.

Cleary is a son of former player and coach, Ivan Cleary. Cleary was a ball-boy at both the New Zealand Warriors and at Penrith while his dad was the head coach. His uncles are Josh Stuart and Jason Death.

Early career

In 2015 and 2016, Cleary played for the Penrith Panthers' NYC team. In September and October 2015, he played for the Australian Schoolboys.

On 7 May, Cleary played for the Junior Kangaroos against the Junior Kiwis. On 2 June, he extended his contract with the Panthers from the end of 2018 to the end of 2019. Two days later, in Round 13, he made his NRL debut against the Melbourne Storm. He scored his first NRL career try in his next game, in which the Panthers defeated the Manly Warringah Sea Eagles 31-24.

In round 15 against Souths, Cleary was awarded Man of the Match. The Daily Telegraph said, "Hard to believe he is only 18 playing his third NRL game. Composed under pressure, kicked well and supported inside for a crucial second half try."
