In this post, Fofana became increasingly at odds with Conté, and in January 2000 was removed from his post. He decided it prudent to go into voluntary exile in Dakar, as permitted by his colleague and Security Minister Sékou Kouréissy Condé. He then took asylum in the United States, studying in Florida and at the American University in Washington D.C.. From overseas, he continued to exercise some influence in Guinea through his friendship with Salifou Camara.
