Floyd (Gene Hackman), the owner of a bar in a coastal Texas town, has not recovered from the disappearance and presumed death of his wife in a swimming accident a year earlier. As a result, his bar is losing money, and Floyd does not see that his depression is affecting the livelihoods of his employees and loved ones. Faced with a large bill for back taxes, Floyd considers selling the bar, unaware that a new construction project in the works could quickly turn things around.

Floyd, the owner of a bar on the Texas coast, has been depressed for a year after his wife disappeared in a swimming accident. He lives with his senile father-in-law "The General" and is helped by Jimmy, a former asylum inmate, and the good-natured Louise. The bar is rapidly losing money and Charlie wants to buy it cheaply before it becomes publicly known that a nearby bridge is to be built. Louise offers her savings to go into partnership with Floyd, but Floyd decides to sell when he is forced to pay his back taxes.
Floyd owns a bar called the Blue Water Grill in a town of that name on an island off the gulf coast of Texas. He has lost interest in almost everything in the year since the mysterious disappearance of his wife, neglecting his business and staying home to watch old home movies of their life.
Floyds father-in-law, known to all as the General, is confined to a wheelchair and trapped in the throes of dementia. A mentally challenged local man called Jimmy comes by to look after the General at times when Floyd cant be there.
Into their lives comes Louise, a school bus driver who is falling for Floyd and trying to get him to come out of his stupor. Land opportunists are trying to seize his property and taxes need to be paid. A crisis on the home front forces Floyd to finally confront his future.
