An alumnus of La Salle University and Pennsylvania State University, he returned to Pennsylvania to succeed his elder brother, retiring U.S. Representative Mike Fitzpatrick, who did not run in 2016 for re-election as he had promised to limit himself to four terms.

Fitzpatrick opposed President Donald Trump's 2017 executive order to temporarily curtail Muslim immigration until better screening methods are devised. He stated that “the president’s policy entirely misses the mark.”
