The 2013 Philippine Basketball Association (PBA) Rookie Draft was an event, which allows teams to draft players from the amateur ranks. The event was held at Midtown Atrium, Robinson Place Manila on November 3, 2013.

Draft lottery

The lottery determined the team that will obtain the first pick on the draft. The remaining first-round picks and the second-round picks were assigned to teams in reverse order of their cumulative final rankings in the previous season with heavier weight from the results of the Philippine Cup.

Lottery teams—green: 67% chance; blue: 33% chance

The lottery was held on October 11, 2013 during the halftime of the Game 1 of the 2013 PBA Governors' Cup Finals at the Mall of Asia Arena in Pasay. The Air21 Express won the rights to the first overall selection against the GlobalPort Batang Pier. Due to a previous transaction, the draft rights of Air21 belongs to the Barangay Ginebra San Miguel. GlobalPort's drafting rights were also previously traded to San Mig Coffee Mixers.

Note: Air 21 and Alaska can switch places in the 5th and 6th picks prior to an earlier trade agreement.

Note: GlobalPort (1st pick), Alaska (8th), Rain or Shine (9th) and San Mig Coffee (10th) passed on this round

Note: Petron Blaze (5th pick) passed on this round

Note: Air21 (2nd pick), Barako Bull (3rd), and Talk 'N Text (7th) passed on this round

Note: Barangay Ginebra (4th pick) passed on this round; Meralco passed its supposed 6th pick in the 8th round to end the draft.

Pre-draft trades

  • a The first round pick of Air21 was acquired by Barangay Ginebra on August 12, 2012, which also involves Petron Blaze. Air21 acquires Nonoy Baclao (from Petron Blaze), Robert Reyes (from Petron Blaze), KG Canaleta (from Barangay Ginebra), John Wilson (from Barangay Ginebra); Barangay Ginebra got Elmer Espiritu (from Air21) and Air21's 2013 first round pick, while Petron Blaze got Magi Sison (from Air21), Paolo Hubalde (from Air21) and Air21's 2014 second round pick.
  • b The first round pick of GlobalPort was acquired by San Mig Coffee in a series of trades. When GlobalPort's franchise was then owned by the Powerade Tigers, their 2013 first round pick, together with their 2012 second round pick was traded to Air21 Express in exchange for J.R. Quiñahan on January 31, 2011. Air21 was renamed as Barako Bull Energy Cola starting in the 2012-13 season. On September 21, 2012, this draft pick, together with Wesley Gonzales were traded to the San Mig Coffee Mixers in exchange for Josh Urbiztondo.
  • c On January 20, 2011, the first round pick of Barako Bull (then known as Air21) was acquired by Rain or Shine, together with Air21's 2011 first round pick, Ronjay Buenafe, Ronnie Matias, and Beau Belga (from Meralco) in a three way trade that also involves Meralco. Air21 acquired Reed Juntilla (from Meralco) and Meralco's 2011 and 2013 2nd round picks while Meralco receives Sol Mercado, Paolo Bugia and Erick Rodriguez.
  • d On November 16, 2011, Barangay Ginebra, Barako Bull and B-Meg (now known as San Mig Coffee) were involved in a three-way trade. Barangay Ginebra acquired Rico Maierhofer (from B-Meg) and Allein Maliksi (from Barako Bull). Barako Bull gets Jimbo Aquino and Barangay Ginebra's 2013 1st round pick. B-Meg receives Yancy de Ocampo and Barangay Ginebra's 2012 2nd round pick.

  • g On October 12, 2009, the Barako Bull Energy Cola (then known as the Burger King Whoppers) acquired Talk 'N Text's first round pick and 2014 first round pick, together with the 2010 and 2012 first round picks of Barako Bull Energy Boosters (franchise is now owned by Shopinas.com Clickers, later renamed Air21 Express). Barako Bull Energy Boosters acquired Orlando Daroya and Talk 'N Text gets Japeth Aguilar. This draft pick was later traded by Barako Bull in a series of trades; it was first sent to Barangay Ginebra in a trade involving Elmer Espiritu. Then Barangay Ginebra traded this pick, together with Yousef Taha to GlobalPort for Japeth Aguilar.
  • k On October 4, 2011, the Alaska Aces traded Mark Borboran to the Meralco Bolts in exchange for the Bolts' 2013 second round pick.

  • A The Barangay Ginebra San Miguel acquired the draft rights to 4th pick James Forrester from Barako Bull in exchange for Rico Maierhofer and Willy Wilson.
  • B The GlobalPort Batang Pier acquired the draft rights to 5th overall Terrence Romeo from Barako Bull through a trade initiated by Petron Blaze, when Barako Bull traded this draft pick to Petron Blaze in exchange for Magi Sison and Mark Isip. Petron Blaze then traded this pick to GlobalPort in exchange for Yousef Taha.
  • C The GlobalPort Batang Pier acquired the draft rights to 6th overall RR Garcia from Barako Bull in exchange for Dennis Miranda.
  • D The GlobalPort Batang Pier acquired the draft rights to 34th overall LA Revilla and 2016 & 2017 second round picks from Barangay Ginebra in exchange for its 2014 first rounder.
