Biography
Ramsey was born on December 12, 1858 in Milwaukee, Wisconsin. He later worked for the Western Union Telegraph Company and Postal Telegraph Company.
Political career
Ramsey was elected to the Assembly in 1904 and again in 1908. Additionally, he was a member of the Milwaukee Common Council. He was a Democrat.
