Mr. Peregrine Percival is the current controller of the fictional Skarloey Railway and the Culdee Fell Railway in the television series Thomas & Friends.

The Thin Controller was introduced in the Season 9 episode "Mighty Mac" and has appeared ever since. He manages the Skarloey Railway and he sometime appears to have meetings with The Fat Controller.
He was the manager at Brendam Docks in the Season 12 "Henry Gets It Wrong". He did not appear in Season 13 (he was mentioned in that season), however, he marked cameos in Seasons 14 and 15. He came back in Season 16 along with the Skarloey Railway engines, but Duncan did not return until Season 18. It is unknown if Mr. Percival has the ownership of the Skarloey Railway since The Owner does not appear in the television series.
