Tarmo Ruutli (born 11 August 1954 in Viljandi) is an Estonian football manager and former player. He has been the manager of Estonian national team twice, guiding them to their highest ever FIFA ranking of 47th and coming close to qualifying for a major tournament for the first time in their history with reaching the Euro 2012 qualifying play-offs. He has also guided Levadia to three Estonian championships and three cup wins.
