Student Union of Institute of Finance and Economics (Mongolian: Санхүү Эдийн Засгийн Дээд Сургуулийн Оюутны Холбоо, Sankhüü Ediin Zasgiin Deed Surguuliin Oyutny Kholboo) is the students' union of Institute of finance and economics of Mongolia (IFE), in Ulan Bator, Mongolia. Financially supported from the school administration, the Union organizes socio-cultural activities as well as extra curricular academics activities.

Recent history

Earlier structure of the Union was Student council which was relatively small founded in 1997. Until 2001 there was no stability in activity of Student organization. In 2001, Student council changed its name to "Student Union" and started to expand. Again on April 10, 2004, Student Union changed its name to "Student Council". Reason of this change is still not mentioned. The latest change of its name occurred on October 1, 2007, the Student Council changed its status as non-government organization hence called Student Union under the chairmanship of Yusuntsagaanii Nomin-Erdene. The new Union adapted its constitution from the Student Council of Mongolian University of Science and Technology. However, there was need of changing the constitution as more clarified, and complex constitution was urgent task. In early May 2008, the first draft of the constitution was presented by Unur Sukhbaatar during first Student assembly. Then some amendments were made and finally the constitution ratified by the Student assembly and signed by steering committee members Uuganbayar Gelegbaatar (chairman), Baigalmaa Mendbayar (vice chair), Erdenebat Uvgunkhuu(board of director), Evsanaa Dagiidavaa (secretary) Tsogbayar Sukhee, Zolchimeg (board of director) on May 26, 2008.

Election of November 1, 2008

First election, after promulgation of the new constitution, took place in the third Student assembly on November 1, 2008. Total 8 students were elected from the Student assembly for offices of the chairperson, vice chairperson, three steering committee members, and three control committee members. Chairperson candidates were Sukhbaataryn Unur and Luvsansambuugiin Dulguun. Unur won the elections narrowly by 51.6% of votes while Dulguun got 49.6%. Vice chairperson candidates were Luvsansambuugiin Dulguun and former vice chairperson Mendbayaryn Baigalmaa. Dulguun won the election confidently by 76.2% of votes. For steering committee members former chairperson Gelegbaataryn Uuganbayar, Tsolmon, and Onolbaataryn Bilegsaikhan were elected. For control committee members former vice chairperson Mendbayaryn Baigalmaa, former secretary Ganbatyn Tungalagtamir, and Lamaachingiin Tumenjargal were elected.

Western reform of the Union

In spring 2009, the Union need great change. Day-to-day operation lacks legality. The constitution could not separate three powers effectively. Then again new team was formed up to adapt constitution that is used by more classic universities.

Governance

According to the constitution, the Student Union is divided into three branches similar to the state by based on separation of powers. The Student assembly, Executive committee, Control council are the legislature, executive, judiciary bodies of the Union respectively.

The Student Union is governed by the Student assembly, although day-to-day workings of the Union are handled by the Executive committee. Representatives for the Student assembly, the Chair's Office are elected/appointed between October and November each academic year.

The Student Assembly

The Student Assembly is the governing body of the Student Union of IFE. As such it the legislative authority of the organization and its powers are governed by the constitution of the Student Union of IFE. The Student assembly consists of 10 elected and appointed members from each course, 2 elected members from each clubs, and members of Executive committee. Totally there are about 120 members in Student Assembly. The Steering committee consisted of the chairperson, vice chairperson, three elected members from the Student assembly uses the power of the Student Assembly when absent.

The Chairperson

The Chairperson is responsible for presiding over all meetings of the Student Assembly, interpreting the constitution and by-laws, and ensure that all elections are carried out in a manner that is consistent with the constitution and the by-laws. The Chairperson also chairs the steering committee. Even though the chairperson is not head of executive committee, every ordinance in the Union is signed and ratified by the Chairperson.

The Executive Committee

Head of the Executing committee is General Secretary elected from Executing committee and ratified by the Steering Committee. There are four departments in the Executing committee:

    The Controlling Council or Judiciary

    The Controlling Council is the judiciary branch of the Union and consisted of a chair and 2 members all of whom are elected from the Assembly. The chair of the Controlling Council is Chief Justice elected from Student Assembly.

    Here only includes the legal codes ratified after October 1, 2007. Thus these legal codes refer to the Student Union (later) of IFE.

    Clubs

    There have been many clubs in IFE organizing respective activities. Before the by-law of clubs in IFE, all clubs in IFE administered by the Student Union. Yet the Union's influence on clubs was ineffective or nominal. There was no legal code for creating, and operating of the club as well as relation between the Union and the club. Thus most clubs were short-lived, temporary or inactive. Earlier legal regulation can be found in the constitution promulgated on May 26, 2008. According to the constitution, the club affairs in IFE will be hence under administration of the vice chairman. The article was mere declaration, how to influence the authority was unclear. Thus more clarified by-law was required. The by-law of clubs in IFE was firstly drafted by Uuganbayar and revised Baigalmaa and Unur in April 2008, yet not ratified directly. It was Battur Chimedbat, the vice chairman (elected on April 10, 2009) presented the final draft on the meeting of heads of the clubs on May 12, 2009, and meeting of the Executive committee on May 13, 2009. The by-law of the clubs in IFE was ratified and signed by Unur, Battur and Sodbolor on May 18, 2009.
