The constituency was created for the 2002 election, replacing the former Steinfurt II electoral district. The 2002 and 2005 elections were won by Reinhold Hemker of the Social Democratic Party of Germany (SPD). At the 2009 election he lost to the Christian Democratic Union (CDU) candidate Dieter Jasper. The CDU retained the seat at the 2013 election, with a new candidate, Anja Karliczek.
