The autonomous non-profit organisation (ANO) Soyuzexpertiza (SOEX), is a branch of the Chamber of Commerce and Industry of the Russian Federation, and the largest independent inspection and certification company in Russia. SOEX does business in the fields of quality control, inspection, as well as testing and certification of different goods and services.

History

The first inspection bureau was established on 3 April 1923, by the North-West Chamber of Commerce and tasked with quality determination, price evaluation, measurement of goods along with calculation of loss rates and many other functions. In 1943, the Soviet Government approved a new charter for the All Union Chamber of Commerce and thereafter it underwent structural modification resulting in all independent inspections becoming concentrated within the Chamber. Since then the number of inspections performed has increased with new bureaux and local chambers established throughout the entire USSR.

During the 1960s, USSR foreign trade increased significantly, such that from 1958 onwards the Chamber of Industry began to perform´inspections on behalf of foreign organizations.

Today SOEX has close business relations with all inspection companies in CIS countries along with other well known global inspection companies.

SOEX is the only national inspection company in the Russian Federation which is a member of the International Federation of Inspection Agencies (IFIA).

Company structure and services

At present SOEX is an international holding company with headquarters in Moscow and its own network of laboratories and regional centers.

The company comprises the following service providers:

  • SOEX-AGRO – Production of foodstuffs and raw materials;
  • SOEX–CCA – Certification body accredited for the GOST–R system in the certification of tourist and hotel services;
  • SOEX–CHIMPEX – Raw materials for the chemical industry, medical supplies, perfumery and cosmetic goods;
  • SOEX–QUALITY – Bundled services including certification associated with QMS according to ISO 9001: 2000;
  • SOEX–ENERGOMACHCONTROL – Power and other special equipment for nuclear, thermal and hydro power stations, as well as fuel for nuclear power stations;
  • SOEX–INTEX – Exports and imports of buildings and machineery buildings, articles for the electronic, medical, auto and machine building industries; furniture, lumber, paper, glass articles and porcelain along with fine tin-glazed pottery and other items;
  • SOEX–GALANT – All kinds of footwear, fur and leather articles, haberdashery, souvenirs, jewellery, precious stones and costume jewellery;
  • SOEX–SILUET – Different kinds of fibres, yarns, raschel curtain nets, tapises and carpet articles as well as textiles;
  • SOEX–MIAC – Main inspection and analysis center, laboratory and certification body accredited according to the GOST-R system.

    • In 2009, a new SOEX Bureau was established in Germany, which works together with the representatives of the Russian Federation Chamber of Commerce and Industry in Frankfurt.
