Siegfried Mureșan (born September 20, 1981) is a Romanian economist and politician. A member of the People's Movement Party (PMP), he was elected to the European Parliament for Romania in 2014. In the parliament, he is Vice Chair of the Committee on Budgets. As of January 2015, he also holds the position of spokesman of the European People's Party (EPP). In February 2015, he was elected first vice president of the PMP at a party congress.

A native of Hunedoara, Mureșan graduated from the Bucharest Academy of Economic Studies in 2004. He continued his studies with a Master in Economics and Management at Humboldt University from Berlin, which he completed in 2006.

Early career

After finishing his studies, Mureșan received a scholarship from the German Parliament (Deutscher Bundestag) to be part of its international traineeship program. After the traineeship, he became Advisor to the Chair of the Committee on the Affairs of the European Union of the German Parliament, Gunther Kirchbaum. He held the position for three years. In 2009, he moved to Brussels, where he worked at the European Parliament until 2011.

Political career

In 2011, Mureșan takes the position of political advisor on economic and social matters of the European People’s Party (EPP). In January 2014, he becomes Senior Political Advisor. In March 2014, Mureșan becomes a member of the People's Movement Party, runs for the European Parliament elections of May 25, 2014, occupying the second position on PMP’s list. Following the results of the elections, Mureșan obtains a five-year mandate in the European Parliament. In the new configuration of the European legislative, he is elected the Vice President of the Committee on Budgets, substitute member of the Committee on Economic and Monetary Affairs and member of the Delegation to the EU - Moldova Parliamentary Cooperation Committee. In July 2014, he is appointed President of the Youth of the People’s Movement Party. In January 22, 2015, the President of the European People’s Party, Joseph Daul, announces Mureșan as the newly appointed political spokesman of EPP.

Report on the Redundancies from Câmpia Turzii

The European Parliament approved Mureșan’s report on the redundancies from Câmpia Turzii in September 2014, allocating EUR 3.57 million in European Globalisation Adjustment Fund money for the support of the redundant workers from Mechel Steel Plant from Câmpia Turzii.

8.5 million EUR aid for Romania after the floods of 2014

In July 2015, the European Parliament (EP) approved aid worth 66.5 million EUR to compensate the damage caused by the floods of 2014 in Romania, Italy and Bulgaria. The report was coordinated by Siegfried Mureșan. Thanks to this report, Romania received 8.5 million EUR from the EU Solidarity Fund to cover part of the expenses incurred with emergency operations and infrastructure rebuilding after the floods that hit the country in April-May and July-August 2014.

EPP Group’s Negotiator for the 2017 EU Budget

In 2016, Siegfried Mureșan was appointed main negotiator of the EPP Group for the 2017 EU Budget. During the negotiations which led to the adoption of the 2017 Budget, Mureșan managed to include all of EPP Group’s priorities in the approved budget. For instance, he advocated and secured increases for programmes such as COSME, Erasmus+, Horizon 2020 and CEF – each 50 million EUR. He also successfully negotiated increases for Macro-financial assistance – increase of 15 million EUR compared to the Draft Budget proposed by the European Commission – and also an increase in the 2017 Budget of 500 million EUR to provide support to EU farmers hit by the crisis in the dairy sector.

European Parliament’s chief-negotiator for the 2018 EU Budget

On 24 November 2016, Siegfried Mureșan was appointed by the EP Committee on Budgets general rapporteur for the general budget of the European Union for 2018. Siegfried Mureșan is the first ever Romanian Member of the European Parliament to hold this position. He stated that his priorities for the forthcoming negotiations will be to continue financing EU’s priorities of economic growth through investments in infrastructure, research, innovation and youth employment, but also on strengthening the security of the European citizens.
