Dr Shukhrat Muzafarovich Sultonov (Tajik:Шӯҳрат Музаффарович Султонов /Persian: یتشکر سلطان/ Russian: Султанов Шухрат Музафарович) was born in Dushanbe on May 23, 1951. Sultonov has been the Chief of Presidential Administration for the President of the Republic of Tajikistan Emomali Rahmon from October 2001 to December 2003, Ambassador of the Republic of Tajikistan to Turkey, Ambassador of the Republic of Tajikistan to Ukraine.

1975 - 1992: Komsomol Communist Party career

For 16 years Sultonov had a successful career in Komsomol Communist Party, in 1975 he started his early career in Leninabad Oblast, then as a young political leader he was repeatedly elected from 1980 to 1985, from 1985 to 1990 and from 1990 to 1995 to the Presidium of the Supreme Soviet of the Tajik Soviet Socialist Republic and held senior roles of First secretary of Central Committee VLKSM of Leninabad Oblast (1981- 1986) and Central district of Dushanbe (1986-1987). Then Sultonov was promoted to Moscow Komsomol and attended Academy of social sciences Central Committee VLKSM training.

In 1991, he was elected as a Vice-Chairman of the International Affairs Committee of Supreme Soviet of the USSR in Moscow.

1992-2015: Diplomatic and political career in modern Tajikistan

After the collapse of the Soviet Union Sultonov joined the government of the newly formed Republic of Tajikistan.

In 1992, Sultonov came back to Tajikistan and worked as Vice-President of the Tajik Agricultural Stock Exchange then Deputy General Director of a Tajik-Chinese joint venture “Tochin" manufacturing home appliances. In 1994, he was a Head of the department of industry Leninabad Oblast administration and as Deputy Chairman of the State Committee for Industry of the Republic of Tajikistan.

In 1996, Sultonov was appointed as Plenipotentiary Representative of the Republic of Tajikistan in the Commonwealth of the Independent States in Moscow.

In 1999, by the decision of the CIS heads of government was appointed as a Deputy Chairman of the Executive Committee - Executive Secretary of the Commonwealth of Independent States.

From October 2001 to December 2003, Sultonov has been the Chief of Presidential Administration for the President of the Republic of Tajikistan Emomali Rahmon.

From January 2004 to November 2010 - Extraordinary and Plenipotentiary Ambassador of the Republic of Tajikistan in Turkey.

From December 2010 to August 2015 - Extraordinary and Plenipotentiary Ambassador of the Republic of Tajikistan in Ukraine.

Education and academic achievements

  • In 1973 - graduated from Tajikistan University of Technology, majoring in electrical engineering.
  • In 1987-1990 - went through civil service courses in Academy of social sciences Central Committee VLKSM in Moscow.
  • In 1998 - Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation, MPhil economic sciences
  • In 2006 - Russian Presidential Academy of National Economy and Public Administration, PhD Political Science
  • Sultonov led numerous state delegations, participated and spoke at a number of international economic forums, including MERCOSUR Working Group in Rio-de-Janeiro and St. Petersburg International Economic Forum.
