Shinde began his political career with Shiv Sena. In October 1991, in order to stop a scheduled India-Pakistan test cricket match, Shinde, along with a few party workers of Shiv Sena, vandalized the pitch of Wankhede Stadium. By digging and pouring engine oil, the pitch was rendered useless for play and led to the cancellation of the series.

He became corporator in the Brihanmumbai Municipal Corporation in 1992 from Mulund, an area in Mumbai, and was then selected as a member of the Maharashtra Legislative Council from 1996 until 2002.

Maharashtra Navnirman Sena

Shinde has worked with Raj Thackeray, the founder and president of MNS, since 1985 when Thackeray organized a rally for unemployed youth. Thackeray split from Shiv Sena and formed MNS in 2006 and Shinde also joined him.

After the formation of MNS, Shinde represented MNS in the general elections of 2009 from the Mumbai North East constituency but lost to Sanjay Dina Patil of Nationalist Congress Party (NCP). The party also contested its first state assembly elections in 2009. Shinde contested from the Bhandup constituency of Mumbai and won. He defeated Shiwajirao Nalawade of Nationalist Congress Party and Sunil Raut of Shiv Sena.[Note I][Note II] But before he could take the oath in the Assembly, Shinde was suspended from entering the premises of the Mumbai and Nagpur Assembly for four years for attacking MLA Abu Asim Azmi of Samajwadi Party. The suspension was later revoked in late 2009 and Shinde thus officially became the Member of Legislative Assembly. Ram Kadam, Ramesh Wanjale and Vasant Gite of MNS had also been suspended for the same reason and were reinstated along with Shinde.

Shinde is also the General Secretary and Spokesperson of MNS.
