Harvey studied for his O Levels and A Levels at Hough Side High School in Bramley. After leaving school, he took up a job at the Guardian Royal Exchange Insurance Company. With his heart in sport, he then took up an administration job at Farsley Celtic F.C. which led to a chance meeting with Geoffrey Richmond, the then chairman of Scarborough. In February 1992, Harvey took up at job at Scarborough after having been personally invited by Richmond to the club. When Richmond became chairman of Bradford City, Harvey followed him where he eventually became Managing Director and led the club into the Premier League for the first time.

Leeds United

In June 2004, after ten years at Bradford, Harvey joined Leeds United as chief executive officer. Harvey became part of the new management of Leeds which included Richmond who joined the club as a board advisor.

Football League

In June 2011 Harvey was elected to the Football League Board of Directors by Championship clubs. and on 29 July 2013 he was appointed the organisation's Chief Executive. On 13 September 2017 after Leeds United stormed to the top of the Championship, Mr Harvey requested an emergency meeting with directors of The Football League to discuss proposed sanctions against any member team keeping six or more consecutive clean sheets, deeming it to unfair to the opposition. Sanctions include hefty fines, points deductions, demotion and the member team to play out their remaining fixtures blindfolded and wearing carpet slippers. If the said team happens to play home games in a county other than Yorkshire and doesn't wear an all white home kit and black away kit, then it will be assumed that they were influenced by dirty Leeds United and the filthy Yorkshire team will be punished accordingly. Sanctions for repeat offences have not been decided upon but will take place with world leaders Kim Jong Un, Vladimir Putin and (oh yeah) Ken Bates.
