From March to mid-May 2015, Borovik worked as an adviser at Ukraine's Ministry of Economic Development and Trade. In June 2015, the governor of Odessa Oblast, Mikheil Saakashvili, appointed him as his adviser. Having declined to give up his German citizenship after a law banning state officials from having any citizenship other than Ukrainian came into effect on 1 May 2016, Borovik resigned from the post of Odessa Regional Administration deputy head on 4 May 2016. He remained Saakashvili's advisor.

In the October 2015 Odessa mayoral election Borovik was the Petro Poroshenko Bloc's (PBB) candidate for the mayor of Odessa. Incumbent mayor Gennadiy Trukhanov defeated him with 52.9% against 25.7% in the first round of the mayoral election. In the simultaneously-held local election he appeared as number one on the PBB's electoral list and was elected into Odessa's city council.
