Career

Shanghala is the son of retired ELCIN bishop Josephat Kashindi Shanghala. He studied at University of Namibia, where he graduated with B. Juris and LL.B. Degrees in 1998 and 2000 respectively.

In 2014, his name became synonymous with the controversial constitutional amendments currently underway in Namibia. The functions of Law Reform and Development Commission include conducting research on all branches of the law in Namibia and making recommendations on the reform and development of the law. The Act specifies that its recommendations can include advice on the repeal of obsolete or unnecessary laws in force in Namibia, on the amendment of laws to enhance respect for human rights or to ensure that Namibia meets international legal obligations, and on new or more effective procedures for the administration of the law and the dispensing of justice.
