Ruslan Serafimovich Tarpan (Russian: Тарпан Руслан Серафимович) (born on August 14, 1971), investor, businessman and philanthropist. Tarpan has a PhD in Economic Sciences and is the founder of the "Incor-Group" company, an initiator and patron of the restoration of "Founders of Odessa" monument and the Catherine Square in the center part of Odessa and also a patron of the Odessa Classics international music art festival.

Biography

Born August 14, 1971 in Odessa. Soviet Union Graduated High School in Odessa, graduated from Odessa Institute of National Economy with degree of "labour economist." From 1997 and up to this day owner/CEO of the construction company Inсor-group. 1994-2010 - Odessa City Council deputy. 1997 - defended his Ph.D. thesis "Management of the organization construction activities as an investment object." 2004-2012 - a complex reconstruction of more than 200 objects in Odessa. He is married and has three children (two sons and a daughter).

Business

In 1997 he founded the company Incor-group

This company, "Incor-Goup", led by Ruslan S. Tarpan, is one of the general contractors for the local municipal and state (regional) government. The company spesializes in design, engineering, construction and renovation of public places as well as historically significant restoration projects in the city of Odessa and Odessa region.

Some of its projects include reconstruction and renovation of medical facilities like Odessa City Hospital for Infectious Diseases, Maternity Hospital No1, Odessa Regional Children's Hospital, Children's Tuberculosis Sanatorium "Swallow" and Children's Orphanage No3.

One of these projects, namely, Odessa City Hospital for Infectious Disease has received high praises for its modern design and adherence to the highest European standards. The President of Ukraine Petro Poroshenko Petro Poroshenko, during the opening ceremony, called it "the best medical facility in the country".

In 2004, "Incor-group" company made a complete reconstruction of one of the oldest markets in Odessa known as "Starokonyi". The new "Starokonyi" market has incorporated modern design/infrastructure features and materials while retaining its inherent historical image authenticity.

In 2007, to honor his beloved city of Odessa, Ruslan Serafimovich Tarpan funded with his own money a monumental restoration project, recreating a Monument to the founders of Odessa, one of the great founders of Odessa.

In 2010, Ruslan Tarpan lobbied at the Odessa City Council decision on renewal of the municipal program for the conservation of the historical center of Odessa. City authorities approved the restoration of 20 buildings in the old part of the city, with a total area of 39 000 sq.m. Among them were famous city tourist sites, old apartment buildings, houses which were built by famous architects Bernardazzi and Vlodek.

In 2011 Ruslan Tarpan started a reconstruction of the architectural masterpieces of Odessa - "Bolshaya Moskovskaya" hotel. He asked experts to conduct research in the archives of Vienna, to most accurately recreate the original architectural project of Leo Vlodek. The "Bolshaya Moskovskaya" hotel become the largest in Ukraine on the number of restored original architectural stucco elements of Art Nouveau – the 21000. A part of them was lost after the Bolshevik revolution (such as crystal balls and griffins on the roof), another part was lost when the hotel was closed in 1990-th.

In September 2011, R Tarpan implements large engineering project for the salvation Hadzhibeevsky firth and environmental safety of Odessa - a project of deep-release of treated wastewater to a distance of 4200 m from sea shore. During the engineering process of the project the international practice, marine outfall was studied well. The work is completed by 90% but the object is not launched yet.

Ruslan Tarpan company also actively engaged in foreign economic activities by participating in international projects.

Political activity

In 1990 he was elected as a deputy of the regional council of Odessa.

From 1994 to 2010 - deputy of the Odessa City Council, Chairman of the Budget and Finance permanent commission Deputy of five convocations of the Odessa City Council.

Charity

Ruslan Tarpan and the "Incor Group" company carry out patronage support of a number of important cultural projects in Odessa:

- 2-nd International Music Festival «Odessa Classics»[1]

- two major research and publication was made – such as amonography on the history of Odessa by ethnographer Oleg Gubar - "History of Odessa Urban Planning" and an encyclopedia "The first necropolis of Odessa"

- a research of an Internet resource named "Architecture of Odessa", and local researchers and ethnographers center are also backed by Incor group .
