Roman Romanov (born 12 November 1972, Potsdam, East Germany) serves as the General Director of "Ukroboronprom", the Ukrainian Defense Industry.

On 4 July 2014, he took charge of the state enterprise "Ukroboronprom". The President of Ukraine Petro Poroshenko entrusted him with a task of improving "Ukroboronprom" profitability to provide the armed forces with high-quality weapons and demonstrate effective steps to fight corruption, as well as increase revenue to the state budget. Romanov assembled a team of highly skilled professionals with successful experience in leadership positions in crisis not only in Ukraine but also abroad.

Education

From 1990 to 1995 he studied at Kherson State Pedagogical Institute named after N.K.Krupska (specialty - teacher of physics and computer science). In 1996, he received Master of Information Technology.

During 2012–2014 he studied at the "International Management Institute (MIM-Kyiv)," where received MBA Senior Executive.

In October 2016, Romanov received a diploma of Defense Acquisition University. The head of "Ukroboronprom" studied there by invitation of The Pentagon.

Career

2001 — work in the private sector at management positions.

From 2003 — member of the Union of Small, Medium and Privatized Enterprises of Ukraine.

From 2003 — member of the Association of Employers of Ukraine.

From 2005 — Chairman of the Kherson Regional Union of Small, Medium and Privatized Enterprises of Ukraine.

From 2005 — Deputy Head of the Kherson Council of Entrepreneurs created by the head of Kherson Regional State Administration.

From 2006 — deputy of the Kherson city council of V convocation. Chairman of the Standing Committee.

From 2010 — deputy of the Kherson Regional Council, member of the Standing Committee on Industry, Construction and Housing.

From 4 July 2014 — Director General of the State Concern "Ukroboronprom" (Decree of the President of Ukraine of 4 July 2014 № 569/2014).

Work at "Ukroboronprom"

He started work as the Director General of the State Concern "Ukroboronprom" on 4 July 2014 (Presidential Decree Ukraine from 4 July 2014 № 569/2014).

During six months from the date of appointment Romanov to the post of the Concern's director, for the first time in a long period, the loss-making became profitable. State defense order at the end of 2014 was performed by "Ukroboronprom" at 100%.

On February 5, 2015 "Ukroboronprom" announced that it started work on a program of reform and development of military-industrial sector of Ukraine till 2020.

Romanov chose as the main goals for the Concerm to enter the European markets and cooperate with NATO. By years end under the new leadership Ukroboronprom increased production of equipment in 36 times in comparison with the previous same period. During this time the Concern enterprises employed over 5,000 people.

Over nine months of 2015 State Concern under the leadership of the Romanov handed a record 2,019 units of military equipment and weapons to Ukrainian army.

During his leadership, Concern signed new agreements with Poland, USA, Canada, India, Egypt, Saudi Arabia, Thailand, Kazakhstan.

Under the leadership of Roman Romanov an electronic tender system “IT Enterprise” was launched, which helped save 236,022,149 USD over 10 months.

In 2016, net income of "Ukroboronprom" amounted to more than 18.5 billion UAH, while export increased by 20%. In addition, for the first time in Ukrainian history the Day of Defense Industry of Ukraine was held in NATO Headquarters. The strategy of radically reforming of the military-industrial complex of Ukraine was proposed as well.

Military equipment issues

Since the beginning of his work in "Ukroboronprom" Romanov voiced the need to implement the strategy of import substitution to fully compensate the loss of Russian defense industry market. For today, "Ukroboronprom" has organized production of about 11 000 titles of production (~ 30% of the total list of parts and materials), previously produced in Russia.

From July till December 2014 "Ukroboronprom" handed over to the Ministry of Defense of Ukraine and is not set by international agreements 76 units of armored vehicles and 30,740 small arms.

In the second half of 2014 management group has initiated the establishment of 47 mobile repair teams that have already repaired 1,423 units of weapons and military equipment in the ATO zone.

In January 2015 Roman Romanov announced that the Concern plans to increase the production of tanks "Oplot" from 5 to 40 units in 2015 and in 2016 the Concern plans produce 100-120 tanks annually.

In March 2015 "Ukroboronprom" started mass production of high-tech armored personnel carrier "Dozor-B" developed at the enterprises of the concern.

In 2015, Сoncern should hand over 50 modernized BMP-1 to Ukrainian military and establish their serial production.
