Turkmenistan is divided into five regions or welayatlar (singular welayat) and one capital city district (şäher).
The heads of the regions (Turkmen: hyakim, "the leader") are appointed by the President of Turkmenistan (Constitution of Turkmenistan, Articles 80-81).
