Ray Phillips is a recurring character in the television series Noh Matta Wat! He is played by Melton Morrison. He made appearances in seasons 1, 2 and 3. Unanimously referred as a drug dealer in the local press, Phillips meets his end in season 3, the result of a planned hit.

Appearance
Phillips is dark and tall, with a suspicious air and a perpetual scowl on his face. He behaves like a thug, even ordering around his underlings Juni and Luga. His avowed enemy is the Sawyers gang led by one Samuel Sawyers, whose death he ordered.
Activities and death
Generally, Phillips was a mysterious scoundrel in seasons 1, 2 and 3, directing the movements of Juni and Luga. All three were caught in the interval between seasons 1 and 2 thanks to Randy's testimony. They were reported escaped in season 2 and turned up in season 3 trying to dodge the Sawyer gang's paid hit men. Phillips in particular was anxious to get out of town. But they did not get far, as Phillips was killed early in the third season from a gunshot to the head, with Juni and Luga barely getting away.
