Ramsey Washington Suburban Cable Commission (RWSCC), Suburban Community Channels (SCC), and Government Television Network (GTN), were organized in 1984 to coordinate and provide community television programming to its 12 member municipalities as well as provide regulatory oversight of the RWSCC cable franchise area. On Location TV19 was organized in 1999 to produce locally originated programming.

RWSCC Composition

RWSCC is composed of two divisions: Facilities & Operations and Production. The Facilities and Operations division includes the technical department and SCC Public Access departments. The Production division includes the On Location and GTN production departments.

RWSCC Programming

RWSCC cablecasts programming on eight public access channels in the RWSCC cable service area. Program information about the local PEG channels are featured on a channel that provides 24/7 program information for all RWSCC local programming channels. The RWSCC local programming reach more than 32,000 cable television households in the RWSCC service area.

SCC Department

SCC is a community media center and Public Access cable television station located in White Bear Lake, Minnesota. SCC cablecasts programming on two public access channels as well as information on a channel featuring 24/7 program information for all RWSCC local programming channels.

Access

SCC, as with most Public Access television cable TV stations, offers the use of its equipment and programs to anyone who wishes to create media. Anyone can sign up for up to eight instructional classes on studio, field production, editing, and become certified to use equipment and check out the equipment through SCC.

SCC has 9 digital cameras, 3 edit rooms, one studio, several light kits and miscellaneous audio and other production gear available to create a program. Producers can also take advantage of three Mac-based editing suites using Final Cut Pro.

Once producers media has been created using SCC facilities, producers must share their program through transmission on one of two Public Access television channels.

SCC Youth Programs

SCC provides several opportunities for youth to get involved with video production, including the Girls Speak! and Boys Speak! programs, which teach media literacy and video production skills, with the group creating their own unique video response to the film, Teen Video Bootcamp, which partners with the Ramsey County Library every summer to run a four-day camp for teens interested in video production, and the Exploring (Learning for Life) program (http://www.explorenow.org), which SCC teams up with to create a program for students to learn more about a career in television production.

SCC Classes

SCC offers low cost, hands on training for the use of video/media production equipment in the creation of programming for public access. Classes offered: SCC Orientation Session; Intro to Digital Camcorder; Intro to Mac; Advanced Field Production – Digital; Intro to Studio Production; Advanced Studio Production; Intro to Non-Linear Editing - Final Cut Pro; Advanced Non-Linear Editing - Final Cut Pro; Mobile Production Truck.

Program Distribution: Producers finished programs are transmitted on one of two Public Access television channels. Also, programs can be seen on the SCC website, SCC Facebook site, as well as distribution access to sites such as: YouTube, Vimeo, etc.

Mission and Objectives

Government Television Network has three primary objectives: 1. To provide direct, professional video production services to member municipalities. 2. Facilitate and meet cable TV dissemination needs of member municipalities. 3. Coordinate programming and technical aspects of government access cable programming and provide resources which allow for the creation of unique, municipal programming.

City Council Meetings

Live coverage and replays of member council meetings emanate from each municipality. Each municipality has its own, discrete channel 16 for its own use with full editorial and content control.

Mission and History

On Location TV19, started in 1999, is an Emmy award-winning production department that works with local schools, individuals and organizations in the area to share positive stories, information and events for and about the people who live, work and play in the Northeast suburbs of Saint Paul, Minnesota.

What On Location TV19 Does

Programs are produced using a mobile production truck, studio or post produced in house. Truck productions include community parades, concerts festivals, and fairs, as well as, school-related events like plays, band concerts, coronations, special presentations, high school graduation ceremonies, academic excellence award celebrations and high school sports. On Location also produces the signature talk/magazine programs called "Local Image" and “Inside Health Care”.
