Pyo Chang-won (born May 3, 1966) is a South Korean politician, with professional expertise in police studies and politics. He is an outspoken, self-taught and self-proclaimed expert on criminal profiling. He stated he wanted "to realize justice through politics", and announced his candidacy for the 2016 parliamentary election. He was elected to the National Assembly as a member of the Minjoo Party.

Since his involvement in public affairs, he became well known for causing many political scandals, such as plagiarism in his doctoral dissertation, blaming Korean Christians for the 2016 South Korean political scandal, accusing political opponents of having the same mindset as group rapists and sponsoring exhibition of sexually explicit materials on then President Park Geun-hye in the parliament building. He is also known for assertive speech on political opponents and social issues.

Plagiarism

Pyo's academic and political career have been marred by allegations of plagiarism in his doctoral dissertation from Exeter University. In 2013, a journalist accused Pyo of plagiarism in his doctoral dissertation, and Pyo in return threatened the journalist with legal action, and taunted the journalist of his inability to verify plagiarism in English dissertations and publications. Plagiarism was later confirmed, and at first Pyo accepted his plagiarism and made an official apology. However, later with a letter from his doctoral advisor, Pyo denied the allegations and claimed the alleged plagiarisms were minor mistakes in citations. In 2016, additional plagiarism was found in his doctoral dissertation, but Pyo's representatives said in response that the issue of Pyo's had already been addressed, and there is no further comment to be made.

Seongju Speech on Francis Spaight

On the THAAD controversy in Korea, Pyo visited the county of Seongju, where THAAD is to be deployed, and made a speech alluding the plight of Seongju to cannibalism undertaken in 1836 by crewmen of the wrecked ship Francis Spaight. In this speech, Pyo compared Seongju to Patrick O'Brien, who was cannibalized by the surviving crew. He pointed out the futility of such sacrifice, that had the surviving crew waited for three more days, they would have been saved without needing to kill O'Brien. He then went on to the allusion of THAAD to O'Brien, saying that THAAD is not necessary for South Korean defense against North Korean missiles, such as Scud and Rodong missiles capable of mounting chemical warheads. His speech was acclaimed by various media as a heartfelt speech for the citizens of Seongju county.

Contrary to Pyo's account of Francis Spaight, three more crewmen died within two days of cannibalization of Patrick O'Brien, and the remaining crew were saved six days after cannibalization of Patrick O'Brien.

Group Rapist Accusation of Political Opponents

In November 28th, 2016, Pyo made a remark on his political opposition of having the mind of a group rapist, based on neutralization theory. He said on Facebook that 5% of South Koreans, who remain to be supporters of President Park, are rationalizing their political opinion and are no different from group rapists who also rationalize their behavior in accordance with the principles of neutralization theory.[1][2]
