Phil Pauley (born 1975) is a British designer and futurist, best known for his work on underwater habitats.

Phil Pauley pioneered the design of floating solar farms for the marine environment and commercial underwater vehicles for deep sea tourism, entitled Pathfinders. He has also developed the self-sustaining Sub-Biosphere 2.

Phil Pauley presented the Marine Solar Cell concept at the World Future Energy Summit in Abu Dhabi in 2011.

He later presented the idea at the European Space Solutions event in 2012.

In 2012-13, Phil Pauley's work was featured in the "Britain Is Great" campaign for the Queens Diamond Jubilee and London Olympic Games celebrations.

In 2014, Phil Pauley published a young adult fiction novel entitled Moral Order - The Rise of Luca C. Mariner.
