The Patna Municipal Corporation (Hindi: पटना नगर निगम) is the municipal organisation of Patna, India. Patna Municipal Corporation or Patna Nagar Nigam, abbreviated PMC, is the chief nodal agency for the administration of Patna.

History

The Patna Municipal Corporation was established on 15 August 1952 by the Government of Bihar. The first election of the councilors were completed in March 1954, but they came in office on 1 February 1955.

Patna Municipal Corporation was established in 1952 by a Special Act, brought by the Government of Bihar in 1951. By this act, 88-year-old Patna City Municipality and 35-year-old Patna Bankipore joint water works committee merged to pave the way for the establishment of Patna Municipal Corporation, which celebrated its golden jubilee in 2002. The corporation is headquartered at Buddha Marg.

Overview

Patna Municipal Corporation is the local urban governing body of the city of Patna. The municipal corporation consists of democratically elected members, is headed by a mayor and administers the city's infrastructure and public services. This civic administrative body administers an area of 110 km2

The mayor is usually chosen through indirect election by the councillors from among themselves for a term of two and half years. The municipal commissioner is the chief executive officer and head of the executive arm of the municipal corporation. All executive powers are vested in the municipal commissioner, who is an Indian Administrative Service (IAS) officer appointed by the state government. Although the municipal corporation is the legislative body that lays down policies for the governance of the city, it is the commissioner who is responsible for the execution of the policies. The commissioner is appointed for a fixed term as defined by state statute. The powers of the commissioner are those provided by statute and those delegated by the corporation or the Standing Committee.

The Patna Municipal Corporation was established in 1994. The city is divided into 72 administrative wards, which accommodates a population of 1.7 million as per 2011 Census. Each ward elects a councillor to the PMC. By means of the standing committees, the corporation undertakes urban planning and maintains roads, government-aided schools, hospitals, and municipal markets. As Patna's apex body, the corporation discharges its functions through the mayor-in-council, which comprises a mayor, a deputy mayor, and other elected members of the PMC. The functions of the PMC include water supply, drainage and sewerage, sanitation, solid waste management, street lighting, and building regulation. It also deals with issue of birth registration and death registration. The corporation handles 44 parks in the city. As the city is expanding fast, the corporation is getting challenges in providing the optimal service to the areas. However, the working of corporation is often hampered by the strikes by the various unions. Municipal commissioner is the executive head of the corporation, who is assisted by a large number of officers, belonging to different departments in the corporation. As of December 2015, the Janata Dal (United) controls the PMC; the mayor is Afzal Imam. while the deputy mayor is Amravati Devi. The current commissioner is Abhishek Singh.

Each ward send one representative, called councillor, to the corporation through an election. The councillors select among themselves a mayor and a deputy mayor, forming the legislative part of the corporation. The corporation functions through an empowered standing committee, composed of 7 ward councillors, mayor and deputy mayor. The representative to the State Assembly, whose constituencies falls wholly or partially in the corporation area are also part of the corporation. The corporation is broadly divided into seven circles/wings for the smooth functioning:

    The Patna Municipal Corporation is divided into 72 wards, which is managed through 4 circles. 21 wards of Patna Municipal Corporation fall under Digha (Vidhan Sabha constituency). 6 gram panchayats- Nakta Diara, Badalpura, Sabazpura, Digha, Kurji (including Patliputra colony) and Mainpura- were included in the PMC's jurisdiction. Each circle is administered by an executive officer who is deputed by the state government. Each circle has an assistant health officer to view the sanitation work. The circles are:

  • Kankarbagh Circle
  • Bankipore Circle
  • Patna City Circle
  • New Capital Circle: This circle comprises 29 wards; ward numbers 1–28 and Ward number 37 falls inside it. This is biggest of all circle The important Wards in this Circle covers Bailey Road area, Boring road area, Khajpura area, Kurji area, Indrapuri Area, Rajiv Nagar area, Station area, Gandhi Maidan area etc.

    Kankarbagh Circle: This circle covers 11 wards, ward numbers being 29–35, 44–46 and 55. The main area covered under this circle is New ByPass road area, Kankarbagh road area, Chirayyar railways bridge area, Gandhi setu road area and Saidpur area.

    Bankipore Circle: This circle covers 12 wards, ward numbers being 36–43 and 47–51. The main area covered under this circle is Ashok Rajpath area, Saidpur main drain area, Bakerganj area, Gandhi Ghat area and Bari path area.

    Patna City: This circle covers 20 wards, ward numbers from 52 to 72. The main area covered is Gaighat area, Dundi Bazar area, Mahatma Gandhi Setu road area, New Bypass road area, Patna Ghat and Maal Godam.

    Departments

    Patna Municipal Corporation has nine distinct departments which cover all the aspect of city, related to development, maintenance and sanitation. It also deals with the revenue collection, legal case and financial aspects. The nine departments are:

    Engineering Dept: This department is entrusted with the overall infrastructure development of the corporation, related to road development, water supply system, sewage system, public amenity buildings, construction and maintenance of government quarters to name a few. An executive of the cadre of Chief Engineer is responsible for this department.

    Revenue Dept: This department is responsible for the collection of revenues and imposing levy taxes over a number of items. The corporation gets revenue from property tax on land and buildings, water tax, tax on advertisement, toll tax, entertainment tax, tax on electricity consumption and host of other taxes.

    Urban Planning Dept: This department's main work is to suggest the corporation on the proper planning of the area, through a Master Plan on a periodic basis. The newly added area has also to be incorporated in the planning.

    Water Supply Dept: This department is responsible for smooth water supply in the area. The department has deep pumps in several parts of the city to supply the water in the area. During summer, the department sends water tanks to the water scarcity areas within the corporation. It is also responsible for drawing and implementation of long term plan anticipating the future growth of the area.

    Education Dept: This department is responsible for the eradication of Urban illiteracy within the area. It takes up educational project under the State government and implements them in Literacy backward area.

    Health & Sanitation Dept: The two departments are entrusted with the work of providing proper health care facility and maintaining sanity of the area. Health dept takes initiatives in controlling the spread of communicable diseases, food hygiene, promoting state & central government health schemes and host of other activities. Sanitation department works is to keep the city and its roads clean and free of garbage.

    Finance & Accounts Dept: This department maintains the records of income and expenditure of the corporation. it also prepare estimates for the grants for primary education, slum improvement, and others from the State Government. Scrutinizing the monetary bills also comes under its preview.

    Legal Dept: This department deals with legal formalities arising for or against the corporation. It also looks into the preparation of agreements, lease, memorandum etc.

    Estate Dept: This department deals with the lease/renewal of corporation plots, levy and recovery of rents and other estate related activities pertaining to the corporation.
