Obafaiye Shem is a Nigerian Civil Defence Corp member and former Lagos State Commandant of the Nigeria Security and Civil Defence Corps. He postulated the My Oga at the top mantra, that went viral on March 16, 2013 during an exclusive interview with Channels Television.

Background
Shem was born in Katsina State Northern Nigeria. He obtained a bachelor's degree from the University of Lagos in 1984 before he Joined the Nigerian Security and Civil Defence Corps. In 2011, he was promoted to the rank of Assistant Commandant General of the Nigerian Security and Civil Defence Corps.
My Oga at the top saga
On March 16, 2013, during an exclusive interview with Channels Television, She was asked the website of his organization but he could not mention it and when he tried to mention it, he did it wrongly. He was asked, "What is the website of the NSCDC?" And he responded, "I cannot categorically tell you one now." He was asked again, "Do you mean that NSCDC has multiple websites?" He responded, "We can't have multiple websites but I cannot tell you one now, and “My Oga At The Top” say is another one and the one we are going to make use of will be made known by “My Oga At The Top”. Nigerians considered his response inappropriate and it went viral.
