Norman (Norm) Phillips is an American geophysical fluid dynamicist. He is a former director of the National Meteorological Center of NOAA NWS.
His work includes perhaps the first General Circulation Model in 1956, and the Nested Grid Model (NGM) used 1987–2009 in the NWS for operational weather prediction.
