The next Andalusian parliamentary election will be held no later than Thursday, 21 May 2019, to elect the 11th Parliament of Andalusia, the regional legislature of the Spanish autonomous community of Andalusia. All 109 seats in the Parliament will be up for election.

Contents

After the result of the March 2015 election, parliamentary deadlock as a result of the absence of majorities resulted in political blockade settling in for several weeks. However, a deal signed between the Spanish Socialist Workers' Party (PSOE–A) and Citizens (C's) after the 2015 Spanish regional and municipal elections allowed Susana Díaz to be re-elected as regional premier in June 2015.

Overview

The Parliament of Andalusia is the unicameral legislature of Andalusia. Legislative initiative for those areas of responsibility attributed to the regional government belongs to this chamber, which also has the attribution of granting or revoking confidence from the President of Andalusia.

The President has the ability to dissolve the chamber at any given time and call a snap election. Additionally, the Parliament's dissolution is automatically triggered if investiture attempts fail to elect a regional President within a two month-period from the first ballot.

Electoral system

Voting is on the basis of universal suffrage, with all residents over eighteen and in the full enjoyment of all political rights entitled to vote. Concurrently, residents meeting the previous criteria and not involved in any cause of ineligibility are eligible for the Parliament. Groups of electors are required to obtain the signatures of at least 1% of registered electors in a particular district in order to be able to field candidates.

All 109 Parliament seats are allocated to eight multi-member districts—each constituency corresponding to a province—using the D'Hondt method and a closed list proportional representation. Each district is entitled to an initial minimum of eight seats, with the remaining 45 seats allocated among the eight provinces in proportion to their populations on the condition that the number of seats in each district do not exceed two times those of any other. A threshold of 3% of valid votes—which included blank ballots—is applied, with parties not reaching the threshold not entitled to enter the seat distribution.

Latest possible date

The next parliamentary election cannot be held later than Thursday 21 May 2019. This date is determined as follows:

Opinion polls

Individual poll results are listed in the table below in reverse chronological order, showing the most recent first, and using the date the survey's fieldwork was done, as opposed to the date of publication. If such date is unknown, the date of publication is given instead. The highest percentage figure in each polling survey is displayed with its background shaded in the leading party's colour. In the instance of a tie, the figures with the highest percentages are shaded. Seat projections are displayed in bold and in a different font. The lead column on the right shows the percentage-point difference between the two parties with the highest figures. 55 seats are required for an absolute majority in the Parliament of Andalusia.
