Biography
Touhey was born on November 30, 1844 in County Clare, Ireland. He settled in Manitowoc County, Wisconsin in 1854 and Brown County, Wisconsin in 1868.
Career
Touhey was a member of the Assembly in 1877. Other positions he held include member of the Morrison, Wisconsin Town Board (similar to city council). He was a Democrat.
