Mansour Mohamed Abdul Fattah al-Moslah (مصلح الفتاح عبد محمد نصورم) is a Qatari businessman, and is most recognized for his work in Qatar’s banking industry.

Career

Mansour Mohamed Abdul Fattah al-Moslah is a powerful Qatari citizen who plays a prominent role in Qatar’s business world. He received his bachelor’s degree in social science from Qatar University. He is currently preparing for his MBA.

In his early career al-Moslah worked in various posts for Qatar’s Ministries of Interior and Defense before being employed later in his career as the Non-Executive Director of Solidarity Group Holding BSC.

Currently, al-Moslah is the chairman at Al Andalus Private Schools, the chairman at the Mayfair Islamic Center, executive committee member at Zakat Committee, the CEO at AQAR Real Estate and Development & Investment Company. Additionally, he sits on the board of directors at both Qatar Islamic Bank (QIB) and Al Jazeera Finance Company. He has played the role of non-independent non-executive director of QIB since 1996, and is continued this role as recent as his 2014 appointment by election at the bank’s general assembly meeting. In the past, he was a board member at Tadhamon International Islamic Bank.

Controversial ties

Through his work at the Ministry of Interior, al-Moslah served as the director of Sheikh Abdullah bin Khaled al-Thani’s personal office. As a member of Qatar’s ruling family, Al-Thani previously served as the minister of religious affairs, and headed the Ministry of Interior until 2013. Al-Thani has been accused of housing and protecting the mastermind of the 9/11 terrorist attacks, Khalid Sheikh Mohammed.

Tadhamon International Islamic Bank, the bank which al-Moslah served as board member early in his career, was discovered to have assisted in transferring funds to Osama bin Laden.

Additionally, according to a 2015 Consortium Against Terrorist Finance report, Qatar Islamic Bank has correspondents with “controversial histories of affiliation with or support of terrorist or extremist activities.” Although it has a prestigious establishment in the region as the first Islamic financial institution in Qatar, its exposure of terrorist links and associations has hurt its reputation. Abdulrahman al-Nuaymi, blacklisted by U.S., EU, and UN as a terrorist financier, was backed by QIB in his role as board member of various controversial charities for funneling money to support terrorists and terrorist activities. Another controversial correspondent of QIB is Al-Rajhi Bank, a Saudi Bank reputed to have assisted in financing 9/11 terrorists. HSBC and JPMorgan Chase recently severed tied with the financial institution because of terrorist financing concerns. Additional correspondent scandals of QIB include its associations with Islami Bank Bangladesh Limited (IBBL), involved in regional terrorist ties at its senior levels and money laundering, Jordan Islamic Bank, with financial ties to Hamas, and Faisal Islamic Bank, used by al-Qaeda operatives.

Also, notoriously linked Muslim Brotherhood leader, Youssef al-Qaradawi served as the chairman of QIB’s Shariah Advisory Board. Al Qaradawi has been linked to terrorist organizations, and has used his previous banking roles to channel funds to jihadist terrorists and terror groups such as Al Qaeda in Egypt. Because of such activities, Qaradawi has been banned from the UK, France, and the U.S.
