The Manassas City Police Department (MCPD) is the primary law enforcement agency servicing 37,821 people living in City of Manassas, VA. When the female teenager's mother complained, the MCPD officials chose to create some of their own child-porn in order to investigate a case of "child porn". MCPD held a warrant to chemically induce an erection in the boy and photograph the boy's penis purportedly to compare/measure it with help from a special "Homeland Security software" according to MCPD Detective David E. Abbott.
