Lompoc Valley Medical Center (formerly Lompoc Healthcare District) is a community created, government entity authorized by California state law to deliver healthcare services to the residents of the Lompoc Valley. The District is a political agency and receives operating property taxes annually based upon the assessed value of taxable real property located within the District.

Lompoc Healthcare District owns and operates the following locations:

  • Lompoc Valley Medical Center: a 60-bed, general acute care hospital.
  • Champion Center: a multi-program chemical dependency rehabilitation hospital and addiction treatment center.
  • Lompoc Valley Medical Center Comprehensive Care Center: a 110-bed skilled nursing and rehabilitation facility.

    The District is governed by the Board of Directors, which consists of five members, each elected to four-year staggered terms. The Board has the ultimate responsibility for quality patient care; District policies; strategic planning as well as fiduciary responsibility for protecting and enhancing the District's assets. The Board hires a Chief Executive Officer to manage the District's operations and appoints physicians to an organized medical staff. Regular board meetings are held monthly and are open to the public. All members of the Board are elected at large within the District. The current members of the board are: Chairman Raymond Down, board member since 1973; Roger McConnell, board member since 1996; Dr. David McAninch, board member since 2000; Mary Sharp, board member since 2013 and Linual White Jr., board member since 2015.

    Administration

    The day-to-day operations and management planning for the Health Facilities are handled by the following key administrative officers:

  • Chief Executive Officer: Jim Raggio: Mr. Raggio began his duties at the District in 1980, after serving many years and holding several positions in the health care field, including research laboratory technician at Children's Hospital of Los Angeles; medical technologist at Saint Mary's Hospital and Medical Center in San Francisco, medical technologist at the Veteran's Administration Hospital of San Francisco, hematology laboratory instructor at San Francisco State University and laboratory consultant at Vandenberg Air Force Base. He was Laboratory Manager and Director of Clinical Services at the District before becoming CEO in 1998.
  • Chief Operating Officer: Naishadh Buch, PharmD: Dr. Buch began his duties at the District in early 2010, in his current position. Dr. Buch previously served as an Intern Pharmacist for Los Angeles County-USC Medical Center in Los Angeles; Wal-Mart; Sav-On Drugs and Veteran's Administration and Kaiser Permanente Medical Centers and Scripps Mercy Hospital. From 1983-1994, Dr. Buch was an officer in the United States Marine Corps.

  • History

    The first operating healthcare district established in California, Lompoc Healthcare District was created in 1946 by a vote of the registered voters of the proposed district and by resolution of the Santa Barbara County Board of Supervisors. The District is organized and operates under the Local Health Care District Law of the State of California.

    Name

    Founded under the name Lompoc Hospital District, the organization renamed its self to Lompoc Healthcare District in order to represent the wide spectrum of care and facilities provided. On Jan. 1, 2008, the name was changed from Lompoc Healthcare District to Lompoc Valley Medical Center.

    Boundaries

    The District's boundaries are the Pacific Ocean on the west and south, Highway 101 on the east and the San Antonio River on the north. The only city located within the District is the city of Lompoc. Other communities in the boundary include Vandenberg Air Force Base, Vandenberg Village, Mesa Oaks, and Mission Hills.
