A mobile network operator or MNO (also known as a wireless service provider, wireless carrier, cellular company, or mobile network carrier) is a provider of wireless communications services. The main MNOs in Europe are listed below.

Albania

Albania had in 2015 4.9 million subscribers (175% penetration rate), out of which there were 3,3 million active users (117% penetration rate). An active user is the number of users that communicated in the last three months.

The regulatory authority for telecommunication in Albania is the Electronic and Postal Communications Authority.

Andorra

Andorra has 65.000 mobile subscribers or about 76.4% mobile penetration.

Armenia

As of June 2014, Armenia has 3,3 million subscribers in total, and a 120% penetration rate.

Austria

Austria has 13,0 million assigned numbers (i.e. 2,0 2G, 10,8 3G and 0,1 4G SIM cards), or a 151.0% penetration rate (4Q 2014).

The country's telcom regulator is AGCOM. In 2016 H3G and Wind have agreed to complete a merger before the end of the year. The merge has been approved by European and national authorities. A new operator, Iliad, will enter the Italian market as a consequence of the merge.
