Leonid Shkolnyk (August 9, 1945, Dnipropetrovsk, Ukraine) - Chairman "Consumer Union of Ukraine" (2003), Chairman of the Board of Directors of the Association "Ukrinterstandard" (2004), President of the International Academy of Standardization (2009), State Prize Winner USSR in science and technology (1988), Honored worker of Industry of Ukraine (1995), Honorary Doctor of Odessa state Academy of technical Regulation and quality, Professor (since 2007) Chairman of the Supervisory Board of the Odessa state Academy of technical Regulation and quality (from 2011).

Education and Scientific Activities

1963 — graduated from the Dnipropetrovsk industrial technical specialty "technician-metallurgist." 1977 — graduated from Dnipropetrovsk Metallurgical Institute with a degree "engineer-metallurgist."

Academician of the Ukrainian Technological Academy (2003), Honorary Doctor of Odessa State Academy of Technical Regulation and Quality, Professor (2007).

The author of the monograph "Fundamentals of the concept of national food security of Ukraine" (2005), co-author with N. Azarov and L. Kolomiets monograph "Technical aspects of public policy of consumer protection" (2007). Co-author with J. Melnyk and V. Novikov textbook "Principles of Food Safety Management" (2007). Chairman of the Editorial Board of the legal collection "Consumer Law of Ukraine" (2004).

Professional and Government Activities

  • 1963—1964 — worked at the steel mill im.Petrovskoho (Dnipropetrovsk).
  • 1964—1967 — Conscription in the Armed Forces of the USSR.
  • 1967—1990  — Ukrainian State Institute for Designing of metal works.

    • Social and Political Activities

    For a long time worked in local government as a deputy and first deputy Chairman of the Jovtnevuj council of Dnipropetrovsk, a member of the executive committees of Jovtnevuj District Council of Dnipropetrovsk and Dnipropetrovsk City Council.

  • 1999—2002 — Member of the Political Council, vice chairman of the party Interregional Bloc of Reforms.
  • 1997—2002 — out-of-staff Advisor to the President of Ukraine.
  • From 2010 — Advisor to the Prime Minister of Ukraine on a voluntary basis.
  • 1999 — created and headed the public organization "The Consumer Union”, Dnipropetrovsk.
  • 2003 — initiated the creation and was elected Chairman of the Ukrainian public organization "The Consumer Union of Ukraine."

  • 2007—2011 — Chairman of the Public Council of Derzhspozhyvstandart of Ukraine.
  • From 2011— Member of the Coordinating Council of Quality and Safety of life at the Cabinet of Ministers of Ukraine.
  • For many years he was a member of the Board of Trade and Economic Cooperation USA-CIS.

    • Awards

    He was awarded the Order of Prince Yaroslav the Wise V degree (2004), Diploma of the Supreme Rada of Ukraine (2010) and the Cabinet of Ministers of Ukraine (2004), Diploma of the Supreme Rada of Ukraine (2004). Award-winning Soviet Union and Ukraine, medals and chivalrous Commander Order of St. Gregory the Great Vatican State (2004). All-Ukrainian Foundation of promoting international communication was given the honorary title of "National Ambassador of Ukraine" (2007). He has received numerous awards: the Order, medals and awards of state and local authorities of Ukraine, churches of various denominations, international committees, associations, foundations and others.
