Lloyd T. "Rosy" Harr was an American football player. He was the sixth head football coach at College of Emporia Fighting Presbies in Emporia, Kansas, serving for the 1928 season. His team produced an undefeated record of 8–0 and was declared the champions of the newly formed Central Intercollegiate Athletic Conference.
