Kemelbek Kasymkulovich Nanaev (Kyrgyz Кемелбек Нанаев) (1945-2013) was an economist and politician in the Kyrgyz Republic who served as Chairman of the Central Bank of the Kyrgyz Republic, as Minister of Finance, and as Ambassador to the Russian Federation Armenia, Azerbaijan and Georgia.

Biography

Nanaev born on November 7, 1945 in Merke settlement of Jambyl oblast of Kazakhstan. His father, Kasymkul Nanaev, was a linguist, who researched Kyrgyz national hero "Manas". He was also co-author of Kyrgyz language study book "Кыргыз тилинин окуу Китаби" (1953, Frunze)

Kemelbek Nanaev obtained his undergraduate degree in economics from Kyrgyz State University in 1967 followed by master's degree in Economics from Moscow State University (1970).

Career

During 1991-1992 he served as Chairman of the State Property Management and Entrepreneurship Support Committee of Kyrgyz Republic. During 1992-1994 he served as Chairman of the Central Bank of Kyrgyz Republic. Later on, during 1994-1996 he served as Minister of Finance followed by the role of the First Deputy Prime Minister during 1996-1998.

Kemelbek Nanaev played a very active role in improving international relations of Kyrgyz Republic. As such, during 1998-2001 he served as member of the Executive Board of the Interstate Economic Committee of the Economic Union of the Commonwealth of Independent States (CIS). In addition, he served as Deputy Chairman of the Integration Committee of Belarus, Kazakhstan, Kyrgyz Republic and Russian Federation.

During 2001-2005, he served as Ambassador of Kyrgyz Republic to the Russian Federation. Since May 2001, he was also Ambassador to Armenia, Azerbaijan and Georgia. Since February 19, 2002 he served as a Special Representative of the President of Kyrgyz Republic for development of trade and economic relations with Russian Federation.

Controversy

In March 2006, arrest warrant was issued in the name of Kemelbek Nanaev by the Kyrgyz Prosecutor General. The arrest warrant was based on allegation of corruption during Nanaev's term as Chairman of the Central Bank. He was accused of stealing large amounts of gold concentrate. He was arrested on October 27, 2010 but released on bail the following day.

Awards and recognition

Kemelbek Nanaev has a diplomatic rank, which was awarded on him on March 29, 2002. In addition, he received a medal of Honour, honorary ceretificate by the Supreme Council of Kyrgyz Republic. Kemelbek Nanaev is "Emeritus Economist of Kyrgyz Republic"

Death and Funeral

Kemelbek Nanaev died on April 4, 2013 in Issyk Kul region of Kyrgyz Republic where he was undergoing a medical treatment. The official ceremony was held on April 6, 2013 and was broadcast on national TV.
