Joseph Seaver Curtis (June 8, 1831 – May 15, 1878) was an American politician and lawyer.

Born in Warren, Ohio, Curtis graduated from Williams College. He moved to Green Bay, Wisconsin in 1852 or 1859 and practiced law. During the American Civil War, Curis served as a private in the 12th Wisconsin Volunteer Infantry Regiment and a lieutenant in the 42nd Wisconsin Volunteer Infantry Regiment. He was the editor of the Green Bay Gazette. In 1869, 1871, and 1873, Curtis served in the Wisconsin State Assembly and was a Republican. He campaigned for the Wisconsin State Senate in 1873 but lost to John Milton Read. He died at his home in Green Bay, Wisconsin on May 15, 1878.
