Joel Hellman is the Dean of the Edmund A. Walsh School of Foreign Service at Georgetown University. He was formerly the World Bank's first Chief Institutional Economist.

Education and Career
Hellman holds a B.A. in Area Studies from Williams College, and a Ph.D. in Political Science from Columbia University as well an M.Phil. in Russian and East European Studies from the University of Oxford, St. Antony's College.
Hellman served as Senior Political Counselor at the European Bank of Reconstruction and Development in London.
Before becoming Chief Institutional Economist at the World Bank, he served as director of the World Bank’s Fragile and Conflict Affected States department, based in Nairobi, Kenya, and was manager of the Governance and Public Sector Group in the South Asia region, based in New Delhi, India, before that. He also played a role in the World Bank’s response to the devastating tsunami in Aceh, Indonesia. In addition to serving at the European Bank for Reconstruction and Development in London, he has taught as a faculty member in the political science departments of both Columbia University and Harvard University.
