Joe Montana Football 16 was first teased on July 11, 2014, when Joe Montana tweeted an artwork of himself in a generic football jersey. On October 22, 2014, he followed that with a video of himself recording motion capture, along with his in-game model mapped to the motion capture, tagged with #morethanarosterupdate and #montana16. After the release of a screenshot of the game featuring the Unreal Engine 4 logo, Damon Grow, CEO of Superstar Games, began tweeting with snippets of the game along with renderings. On April 14, 2015, Montana tweeted about visiting Microsoft headquarters, which could be due to a publishing deal with the software giant for the Xbox One.

At E3 2015, in an interview with Dana Cowley of Epic Games on June 16, and published the following day via Unreal Engine's YouTube channel, Grow revealed that JMF 16 will be a mobile game, coming first to iOS and then to Android. He also announced that the game would later be released on PC platforms if it sold well.
Due to Electronic Arts' licensing agreement with the NFL and NFLPA, the game will not be able to feature real players, coaches, or teams.
