Jim Howell is a former member of the Michigan House of Representatives who represented a portion of Saginaw County from 1999 through 2004.

Howell was an air traffic controller in the United States Air Force and an officer with the Saginaw County Sheriff's Department and the Saginaw Police Department from 1972-1981. He also was an attorney for Dow Chemical from 1981-1983, and practiced privately from 1983 until his election to the House in 1998.

Howell is a vocal advocate for Michigan's system of no-fault auto insurance because his son was critically injured in an accident in 2005.
