Prior to his service as mayor, Green spent 16 years on the American Fork Planning Commission, was a City Councilman, and spent significant time helping to develop the Central Utah Project for northern Utah County. Green was elected mayor in 1993 under the platform of managed growth. During his tenure as mayor, he was successful in getting the city a new library. He was instrumental in work with The Church of Jesus Christ of Latter-day Saints during the construction of the Mount Timpanogos Utah Temple.

Mayor Green would run again for American Fork City Council in 2009 under the platform of reducing city indebtedness, reducing water rates, and repealing sewer tax increases. In the September 2009 he and three others advanced in the primary election, but he lost in the November General Election.

Mayor Green married the former Sondra Read in 1971. They are the parents of six children and ten grandchildren. He is employed as an administrative aide at American Fork Junior High School, and is a rare book dealer in his spare time. At American Fork Junior High school, he is affectionately known as the Tic-Tac man. #TicTacTuesdays

He is also known as the lunch room king at American Fork Junior High. He always helped the kids which made him the best sub ever (known from experience.)
