Jerry V. Millsapps (born November 12, 1933) was the 16th head football coach for the Howard Payne University Yellow Jackets located in Brownwood, Texas and he held that position for three seasons, from 1985 until 1987. His career coaching record at Howard Payne was 7–21–2.
