Joseph Elmer Lehr was a member of the Wisconsin State Senate.

Biography
Lehr was born on December 26, 1868 in Marengo Township, Michigan. He graduated from the Illinois College of Law. In 1895, he moved to Clintonville, Wisconsin. He moved to Appleton, Wisconsin in 1901. Lehr married Emma Alvina Groth in 1907.
Career
Lehr was a member of the Senate from 1909 to 1912. Previously, he was City Attorney of Clintonville and Chairman of the Outagamie County, Wisconsin Republican Party.
